Anyone know of a program i could use to make an animated cartoon. Its doesnt have to be a free program. Some help would be nice.

you mean like make an animated movie sort of thing easy?
I also would like to know of any software that allows this(easy)
I plan to get a light pen or graphics tablet or modify a mouse to draw with

I would like to make animation sort of like south park. it doesnt have to be that high of quality though. Me and a buddy want to make a short film about a guy we work with who has a personality disorder.

Try Paint Shop Pro, it has a package called "Animation Shop" with it, you can get it on 30 day trial. You can also find it on "30 day" trial if you look a bit harder. 8)

Or, you can just use good ol' Macromedia Flash.

Adobe Image Ready is a program too for that.

I know a lot of people that use Infini-D to do that kind of thing.
