You can't double click on youtube-dl.exe to run it. You have to run it from the command line.

If you want to be able to just double click on something follow the instructions in this post:

No, just follow the instructions in the post I liked to. It will only take you a few minutes to set up and once you've done so it's easy to use youtube-dl.
