I have a 1 1/2 hour mp4 video and would like to cut about 8-9 minutes out of it and discard that portion and squeeze it back together , so it isn't noticeable . I don't if there is a piece of free software that does this ? If so what is it? John

It's called a video editor. You can find some in the software section of this site.

I'd try AVIDemux. Or similar editors than should handle MP4: https://www.videohelp.com/software/sections/video-editors-h264-avc
