Hi I found a way to download this video . All you need is the "hdnea=st=...........~exp=.............~acl=/*~hmac=........................&hdcore=2.11.3&g=.. ............." part of the URL to put after the master.m3u8 which is different for every run.

So the code in post quoted becomes

livestreamer "hlsvariant://https://staruvod1-vh.akamaihd.net/i/vod/ausvsindia2014/matches/23_01_2015/635576351697733718_,54,106,180,400,800,1300,2000,_STAR.mp4.csmil/master.m3u8?hdnea=st=...........~exp=.............~acl=/*~hmac=........................&hdcore=2.11.3&g=..............." best -o video.ts

now run this and the video will start downloading.
