  1. Is there anyway to encode a movie to MPEG-2 losslessly? I don't care if it takes up 90 GB, I just need it encoded to MPEG-2 losslessly. Preferably using CCE.

  2. No, that is not possible because the algorithm used to compress the video is based on tosing information that is not needed, or is repeated.

However, using a bit rate of 15Mb/sec or higher on 720x480 video, you will not see any difference in quality unless you go frame by frame and look for artifacts.

Network TV use mpeg-2 for server storage and satellite transmission of network programming. The bit rate of these mpeg-2 programs will be in the 8-16Mb/sec range. The station I work for use 8Mb/sec for all TV programs on the server. If you need to save the program for editing, than I would suggest mjpeg for easy editing, and up to lossless compression. 50Mb/sec mjpeg would be professional editing quality video.
