Car licence plate recovery

i did get a ASF file whit windows media Video 9 codec.

i did export it out as TIFF and now trying to recover a license plate.

is there a way to enhance each frame and lay on top of each other and try to make it read able?

yeah i did see them. did try PS, Premiere, After Effects. could not see 1 digit

Easy answer, if you don't have the resolution, you can't 'create' it. ) Unless your original is much, much higher resolution, No.

The large sign to the left of most of the frames is illegible, and it's stationary with larger text. A license plate with smaller, moving text, No.
