  1. A group of thieves entered in my house and robbed a lot of my stuff.
They used a car to run away. The following images were obtained from CCV cameras from neighbors. Is it possible to improve those images so we are able read the car plate? Click image for larger version

  2. It's not possible. Not enough detail. Please search any of the dozens of other threads on this subject for more information.

This company claims to do it for the military, it may be cheaper to replace the stuff: http://www.motiondsp.com/products/IkenaForensic

That kind of thing only happens in TV shows like CSI! The information simply isn't there. So, there's nothing anyone can do about it.

Sad, but oh too true. Another good trick you won't see in the real world: scanning a database of tens of millions of fingeprints and coming up with a perfect match in 10 seconds.

And on top of that, the video appears to be deintelaced (incorrectly, or maybe just SeparateFields), resized (unknown resizer), clumsily over "sharpened", and has jpg compression artifacts and data loss. The original source would be tough enough, but the samples are too wrecked to be useable.

How about submitting the original video, unaltered, to the proper authorities?

You can use Superresolution to recover "hidden" details from multiple frames of aliased video, but please don't get your hopes up because that's a really niche area and I don't think your video is good enough. You can post your video if you want, but I doubt anyone here has access to a great superresolution algorithm. It's university research stuff.

    Cheers,
    David.

The OP is from Brazil. All I'm going to say about that so I don't stray into violating the terms of service here is that police there are, uh, "different" than what you are used to in the USA.

Unfortunately you are right, the NeverLand is very "criminal-friendly", so to speak
