Yeah you are correct, and still be able to produce better, and more entertaining video than some members can by shooting boring video scenes using a tripod and restricting their pans and zooms.
That is if these 3 videos are anything to go by, thats for sure.

Everyone has a different purpose for shooting video, but you can't shoot entertaining video like the ones above by using a tripod, never going to happen.
Oh, and for what its worth, i hate those stupid segway things, and would definately never use one myself.
