How do I stream video (live TV, video files etc.) from a Window 8.1 laptop to my TV in the most straightforward way? There seems to be conflicting information about whether this can be done with Chromecast, Roku etc. I have a wireless network and a TV with an HDMI socket.

"Best" is of course connecting your laptop directly to your tv with hdmi. Plays everything.
Or else:
You can use the chromecast to cast/send video from the browser chrome directly to your TV. And with https://chrome.google.com/webstore/detail/videostream-for-google-ch/cnciopoikihiagdjbjpnocolokfelagl might you be able to stream all your local files.
