I don't find a function to encode SVCD videos with the template with VBR. is it possible?

I couldn't do it either so I used CBR.

SVCD VBR template for CCE SP is not possible because in VBR mode cce let you encode elementary streams only. You have to make sure, that you load a 480x480 / 576 resolution source and you have to multiplex afterwards. Also there is no "best" template at all. But you may start with this one (copy and paste to notepad and save as template.reg).
