I cant afford PS so could someone do that and post a 1280x720 template of the scanlines? I can do the rest myself with Virtualdub.
I want to add a CRT/arcade type style to my video and this seems like the best way to do it.

Gimp and Paint.NET are two good free image editors, use those.................
.......Or do your dumb effect in Aviutl, at least you'll have more adjustments.Got my retirement plans all set. Looks like I only have to work another 5 years after I die........ -
If you just want to fill every other scan line with black you can do it all in VirtualDub:
What you can't see is that the Fill filter fills half the frame with black.

The Demo video wrongly refer that effect to "Scanline". Scanline should be something like what jagabo presented.
And, the pattern simulation in PS is not quite right IMO.
I have made several similar effects with AviUtl and encoded the GIFs here for comparison:
(around 60MB of GIF data, would take a while to load!)
I have attached the AviUtl project file(zipped) for your reference (original video not included)Stopping development until someone save me from poverty or get me out of Hong Kong...

crt_display AviSynth plugin is much more realistic than just filling every other line with black. It has proper aperture and phosphors emulation.
