ok well when im playing an SVCD on my Panasonic RV31 dvd player it plays but the audio and video are choppy the whole way through
is this because my dvd player doesnt support svcd or is their a way around this?

Yes, the player just does not play SVCD though I have read here in compatibility list the following:
vanlee (lee7302@home.com) reported October 11 2001 that:
see panasonic rv31-n america edition
it explains how to use svcd/xvcd/by encoding as svcd/burning as non compliant vcd on nero
it works great
