I downloaded an AVI movie (Divx format) from the Net as I have done before. When I used TMPGEnc to encode it to VCD format (MPEG-1) it terminated about two thirds of the way through. I did it again and it froze again precisely at the same point. Is the rest of the movie savable and convertible to MPEG? I read one time that there is a program or plugin called "antifreeze" which overcomes this. Anyone able to help with this?

You can get DivFix from here in the tools.....also get the version of Virtualdub that has the Scanner (it can suss out problem frames that will freeze it).
As long as the frames are not substantial in quantity,you can simply remove them with Virtualdub. -
