Hi when encode a mpeg to dvd with the resoultion 720x576, there is no poroblem but i see square appear as the bitrate is about 4mb. so by decreaseing the resoultion 252x288, it looks better but when i play it on dvd player, i can see objects in the background flashing, due to the resoultion. how can i stop that.

You say that you use 252 x 288 resolution but that isn't the good one.
You can chose between: (PAL) 352 x 288, 352 x 576 or 720 x 576
(NTSC) 352 x 240, 352 x 480 or 720 x 480
Never use a Resolution under 352 x 240 because that's very bad quality.
