Does the new G-Sync technology from nVIDIA improve how motion is displayed in video files ?
Or G-Sync only improves motion in variable fps video games ?

It MIGHT slightly improve the perceptible flicker/stutter in VFR-recorded video files (like those created by some smartphones), but besides it and games that specifically support it, it won't be an improvement.
Besides, it is a moot point until Monitors that specifically support it come out on the market (Q1-Q2 2014 at the earliest) AND you have bought the newest, high-end Gforce card (with proper driver).
Unless you are a hardcore gamer, this seems more of a solution in search of a problem.
ALL GOOD videos (Hollywood films, broadcast, on-demand, good streaming sites) are created as CFR (constant frame-rate) using common standardized rates, and there have long been technologies in place to improve existing sync between media+player+display card+display. House-wide tri-level genlock with devices all synced to common source is what pros use.
