Many subtitles in my native language ( Serbian) are only made for 480p files. Is there a way to convert these subtitles so that they fit a same movie in 720p?

A bit more info might be needed. Like what is the format of your subtitles. Which format do you want. What OS are you using.

Convert the subs to SRT format. The player will size and place them appropriately for the video resolution.

Then configure your subtitle render to draw the subs the way you want. SRT subs don't specify size or position.

They appear on the screen properly, the problem is that they are always out of sync, and even if I sync them at let's say 22 minutes into the movie, at 44 minutes they will be completely out of sync again.
This happens only in 720p movies, and I tried with multiple movies, TV shows, etc over the years. -
In that case, something is wrong with your player. Or you have the wrong subs for your movie (eg, subs from an NTSC release of the movie, and video from a PAL release). 720p has nothing to do with it.
You can use a program like Subtitle Workshop to re-time the subs. -
Since you don't show us what are the specs of your computer, here goes my wild guess --- maybe your computer is "not fast enough" for the standards of today, plus you have an obsolete/sluggish version of VSFilter
But if my guess is wrong, then please add even more info/details which might help us to help you ^_^ -
It's easy to check your SRT subs. They are plain text so you can open them with Notepad. Look at the timestamps and compare them to when someone speaks in the video.

Subtitle Edit has a visual sync where you may sync the whole file or highlight part of your subtitles and then sync that part.
