I need to combine videos and photos to make a video. I am not sure which of the following kinds of software to choose:
A. Slideshow softwares that allow import of video or
B. Video editors that allow import of photos
I would request help on how to make a decision.

IMO, a video editor would allow you to do a LOT more than slideshow software. If you ever plan to do anything remotely considered video editing, then you'll be glad you went with the editing software.
On the other hand, if the majority of your work is and will be primarily photos with a smattering of video (that you will NOT be editing), then go with the slideshow software.
I use Proshow Producer. It is a good slideshow software that allows you to import video, but its primary purpose is for slideshow creation. Any video editing that has to be done is done with Premiere.

And to add...Vegas Movie Studio has a really good automatic slide show creator that can be edited and videos can be added and edited.
