I have some cdr with movies that I would really like to change to vcd. Can it be done? I tried doing it but couldn't .They are not illegal movies a lot of the are fansubs that I got from ebay. Thank you...

If it's viewable on a PC, it's convertible to VCD or SVCD.
Try checking out the guides in the "convert" section on the handy toolbar to your immediate left.
