Hello,
I live in Ny. Last week during our "Blizzard" i came out to find my car destroyed. Luckily my neighbor had video surveillance that shot my car.
a town plow hit it, and the town will do almost anything to not admit fault. It is a pretty clear video, just not clear enough to read the #'s on the side of the truck. is there any way i could easily clean it up to read the #'s.
I dont mind buying a program that will do it, if i don't i might get screwed by my town.
I also could email the video to anyone willing to try.
all the files are in .DAT format and are played on a player (SuperPlay) that automatically downloaded with the video from the hard drive of the surveillance system.
Any assistance whatsoever is appreciated as my time is running out..

This type of question has been asked many times here and the usual response is there is no way to clear up a low resolution film or picture since there is no data to fill in the missing info.

there may be a way to do what you ask, basically dump the video file as a sequence of jpegs and then open up the pic that shows the truck number with a program like paint.net and use the filters to resize/denoise/sharpen the image enough to read the truck numbers.

OK, but I sympathize. Happened to me many years ago, too. No need for fake CSI technology. As long as it's clear it's a city plow, that should be all you need. You shouldn't have to scan for tire treads consistent with the suspect's, either.

Call your insurance company, call a lawyer and call the police. They deal with this all the time. If you start messing with the video you've totally screwed up the chain of custody and it could well be thrown out of court.

With the Date and Time and Place of the incident, just showing that a City Plow hit your car should be enough. Get your insurance people involved (they tend to carry more weight than a private individual), and make sure it's reported to the Police.

thank you for answering. i was hoping there would be a way.
i wouldn't imagine i need this much, but after reading online about poeple in similar situations as mine (here in NY at least) and having a very hard time getting the town to do anything, i wanted to be a prepared as possible.
i figured if there was a way, this would be the place to know.
anyway, i have contacted to town and my insurance. Who have all made it seem like this will be "no big deal to clear up"..
....we'll see..
