Does anyone know the best tool for "extracting" a section of a m2ts, with no quality loss? I'd also preferably be able to have more precision that just removing this/that chapter, rather being capable of honing in better on what range I'm looking to use.

You will get loss around the few frames of a cutsite if it isn't on an I-frame (it will re-encode those few frames around a cutsite). It's impossible to cut otherwise due to the way temporal compression works (not every frame is completely independent in long GOP encoding).
GOP accurate splitters (e.g. tsmuxer, avidemux) might be a second or so off in terms of accuracy, but there will be no loss -
