A TV Receiver That Records Without Copy Protection?
Yep....I found one. I wasn't looking for one but I have found out that this one does just that:
Telefunken TF-3000 C CI+

It's a little cheapo cable TV receiver with a USB port that you can attach a portable HDD or USB stick(FAT32 only though so far).
I've recorded two things to a USB stick and they are NOT copy protected.
They show up as MPEG2 TS files that can be easily opened in AviDemux. The audio sync leaves much to be desired but that is easily fixed in AviDemux as well.
Probably only "useable news" to people in Germany....but hey.....good news for me.

Honestly. CI+?!??!?!
That sounds like a megajoke.
Get a *nix receiver and scrap all that other CRAP.*** Now that you have read me, do some other things. *** -

He means a receiver with a UNIX-like operating system. *nix usually means one of the various Linux distros. (I had to look it up to be sure.)
