The slower and more extended the shakes are, the more difficult it is for the tool to discern between shake and normal camera movement.
My video is 60fps progressive and deshaker didn't really do its magic like normal.
What setting controls how many pixels to look for pans? I remember a guide specifically talking about how to configure Deshaker to fix more difficult cases like a film shot while walking, but the page has disappeared from the net.
