Make A Dual Audio Video From Two Diffrect Kind Of Sources

hey every one i m new here
i want to know that how can i make a dual audio video from 2 sources

i have a HD video in English (23.976 FPS)
and a local language vob file (29.970 FPS)

i merge vob file audio in HD video by mkvmerge GUI and and also set a perfect delay
starting of video is good but after some time sound comes first and in climax there is no sound even my vob has full movie



the same problem i have with a HD video and my VCD audio

plz help me step in step coz i am dont know about video editing
