I have one video witch i take from camera Nokia N8 (720p and contains 30ftp) and one video witch i take from Panasonic TM-900.
I want to upscaling the video from 720p ( 30 ftp) to 1080p (60ftp) and after that to join with another video witch take from
Panasonic TM-900.

there is no good way. especially since the tm-900 doesn't really create 60p - it's 30p with doubled frames, in other words it records the exact same frame twice.
much better to downscale the 1080 to 720p30.--

You can double the frame rate with MvTools in AviSynth. That will synthesize in between frames based on motion detected in the existing frames. It works well for some shots, not so well for others. Search for "doublefps", you'll find a few threads here. There are many ways of upscaling. From simple resizers that may do an adequate job, more advanced neural network resizers (nnedi3), to those that use "super resolution" techniques (Video Enhancer).

I'm pretty sure the Panasonic TM-900 is indeed 1080p at 60 frames per second. It's one of the features of it.
