There is no program that will allow you to add files to a disk image directly, at least not that I know of.
What you have to do is extract the files to your hard drive using a program like winimage or one of the many other similar programs. then you can add your additional files and build them into a new disk image. Most programs that let you extract the files from the image will also let you build the new image. -

(i might be thinking the situtation wrong)
try using Nero to load the bin an then it will show you the Directory for the VCD being burnt. jus click and drag the file you want into the directory..
