mpeg--->SVCD is it possible?

i wanted to know whether i could convert a (VCD) .mpg file to an svcd file. which program would i need?

Load the mpg in TMPGenc (in tools section) and load the svcd template and hit encode.

This process would be pretty pointless however. If anything the quality will be worse and it will only make the disk less compatible on dvd players. The only reason to do this would be if you needed to add a 2nd audio track or have selectable subtitles. If this isnt the case then just leave it as a vcd.
