I was just wondering what the average time frame is to convert about a 300 MB AVI file to VCD or SVCD.On my computer(366 MHZ)it takes anywhere between 8 to 14 hours with TMPGEnc.Would a faster computer help?

Yes, a faster pc works "faster.
For that size of a movie, depending on what template I am using, it takes about twenty minutes.
Athlon XP 1900
512 DDR
Windows XP
(2) 60 GB HD -
it depends on the running time of the source video (not the filesize!!!), codec, CPU, partly RAM, PC configuration, destination format, resolution, filter, filter, filter. It may take 20 minutes or 20 days. No one can answer this exactly, every conversion is different.
