how to overlay a picture into a video

So I'm gonna try to explain this as best as possible. I'm tryin to overlay a still picture of a face, over a moving face in a video. So the picture stays constantly in the entire video, covering up the existing face, and moving along with it. I did this once before a LONG time ago, using Windows Movie Maker...but I completely forgot how to do it, and no youtube videos are showing it. I'm really looking for somebody to explain it to me using Windows Movie Maker, OR another free program. All the help will be VERY much appreciated. Let me know if y'all have any other questions.
