NTELOS Wireless Modem and uTorrent

I'm working on a friend's PC for them and having a problem. They have a Novatel MC727 USB modem connected to NTELOS Wireless. When I set up uTorrent for them and run a port test, I get a Yellow check mark saying that I can basically download but not upload. Actually testing a torrent gets me a yellow mark as well which eventually turns green but upload speed is extremely low. Any input on what to do at this point?

I have since pulled the Novatel and connected directly to my Router with ethernet cable. After opening ports for this PC I get all green marks in uTorrent. So the PC, uTorrent, and Windows Firewall are configured correctly. This has to be a service or modem issue.
