Hi,
I would like to know how to go about re-encoding an upscaled 720p rip (mkv) 2.5GB to a small size rip say about 500-600MB (mkv).
I have tried using handbrake couple of times, but the re-encoded rip is pixelated & has major a/v sync issues.
Can someone guide on this?

	a) It most likely isn't upscaled, but in fact already down scaled from a 1080p source 
 b) It has already been crushed by re-encoding to get it down from 25GB or more to just 2.5GB
 c) To get it down to 500-600mb will mean also reducing the resolution down from 1280 x nnn to at least 640 x nnn or lower, and taking a large quality hit
