After I encod something or multiplex it I get a buffer over/under flow and it sayz that playback may not work!
How do I correct this?

Hard to correct, unfortunately, probably impossible if you want to create a standard (S)VCD.
More details please. VCD / SVCD, encoder, MPEG-1 / MPEG-2, resolution, bitrate, CBR / VBR (min,max), VBVbuffer size, GOP structure, which multiplexer? If you are happy with X(S)VCD, then there might be an easy solution. -
It shouldn't be too hard to tell me your encoder settings.
If you dont like that try TMPGEnc beta12 > file > MPEG tools > VBV buffer size optimization. Note, the final MPEG will not be (S)VCD compliant.
