First thank you for your attention. I wanna ask if I can precisely adjust the audio? E.g. if I notice that the audio part
is a bit slower than usual and I know the exact time (say -464ms), can I explicitly set in premiere? I know I can freely
drag the audio track but it seems that it is not accurate enough.

you can adjust the audio before importing (e.g. delaycut, eac3to) or other programs if you have other audio
or
zoom into the timeline, either with ms or subframe accuracy to nudge the audio track
