    I know that it's something simple, but can't figure that out... I've tried to divide frames on seconds (23.976 fps/60 sec) nonetheless I get something like .39 ms, instead of .42 ms.

    P.S. also googled it but after half an hour given up.

    Note that when displayed on TV a frame has to be displayed at a multiple of the TV's frame/field rate. So a film source displayed on a 60 Hz TV will have some frames displayed for 2/60 second (~33 ms), others at 3/60 second (~50 ms), averaging out to 2.5/60 second (~42 ms).
