    Need a program that can add black borders to a video without making it loose quality because I want to fit it in my tv so that it overscans the black borders, should I add black borders or reduce video and then add borders?
    If it is a program that appart from adding black borders it encodes it to mpeg-2 it has to be good.
    This are .AVI files

    In theory you can crop your image with black without recode but not shrink it into a smaller frame.

    Your display card can probably do that without a file ecode.
