    is there a way to deinterlace avi orm mkv files without reconverting and damaging video quality?
    any utility or program available?

    not possible

    you can activate a deinterlacer during playback

    No, you have to re-encode. However, most playback devices can be set to better display interlaced video without altering the actual file.
