An HD video camera has no AV port but only the mini HDMI and component port. Can the mini HDMI and component cable be converted to the AV cable to connect to a DVD recorder?

Are you sure it doesn't have an analog adapter? I have to imagine that the given model has analog output as I assume that is what you are asking. Have you checked the manufacturers website for an analog breakout cable specific to your model?

It is possible the OPs camera only has HD outputs and no built in HD to SD converter. If so something like this should work to convert the HD component to SD S-video or even composite. I'd use S-video for a better picture quality.
