Looking for software to cut at exact frame

Hi all. I'm looking for a software that can do cutting at exact frames that I locate in the preview window. And if you know if when setting markers, if they include the frames I set at start/end to be cut, that would be great.

From a prior thread, I saw some recommend SolveigMM Video Splitter. That software seems to cut on K-frames (per their forum), thus it may include stuff I don't want to keep. I think they do this to avoid reencoding (but I am okay with re-encoding).

Asssuming you want to do this losslessly?

If you're doing simple straightfoward stuff, cutting sections and joining the ends together, VideoRedo and TMPGEnc Smart Renderer will do what you want, only reencoding the broken GOPS at your cut points. Both are commercial products. (If this were easy to do, there would be a raft of freebies.)

I'll give one of those a try. I guess it was unclear, but I am okay with the video being reecoded as long as it doesn't include extra frames because it prefers to cut on a K-frame like Solveig.

Good point. I will try to do a cut with that software to see if they fixed it or not.

Actually, you shouldn't be OK with the video being re-encoded if you are simply doing cuts-only editing.

Why would you ever want to make your video look worse?

So, my advice is to try to use one of the recommended programs that will let you cut without re-encoding, except for the few frames around the cut. I use several programs, but would recommend VideoRedo for what you are trying to do. You can download a free trial and see if it works for you.

Convert to an intraframe intermediate format. Free codecs like Grass Valley HQX and Go Pro Cineform will allow you to cut on any frame.

It will require you to re-encode your clips of course, but the files sizes - although quite large - will be much smaller than using uncompressed or a lossless codec.

"Smart" re-encoding doesn't inherently do any color space conversions. If such a change happens it is a user or software error. I doubt this will happen with SolveigMM.

Absolutely, positively not. There is no re-encoding, except at GOP boundaries (if you use a tool that does "frame accurate" cuts). Therefore, since there is no re-encoding, there is -- by definition -- no color space conversion.

I can verify now that SolveigMM Video Splitter will cut at the exact frame I specify. I do not know what it's doing to the frames around the cut section, but it looks fine to me. It seems to be an exclusive cut, so if I set a markers at two frames, it will cut everything in between but keep those two frames in the video. Thank you everyone for your suggestions!
