    Is this means Cable companies like Comcast has to put QAM NBC, ABC, FOX on the cable ?

    "Clear" means unencrypted. Your local broadcast stations are supposed to be available without encryption. But you'll probably find most of the other digital channels are encrypted so you can't view them a "clear" QAM tuner.
