I like AVStoDVD for this type of project.
Basically, any DVD authoring tool that uses arbitrary time values or quality descriptions should be treated with disdain. There is no clearcut off point for quality changes. It is a sliding scale of bitrate and running time and quality, and each piece of video will have different thresholds as to when quality drops noticeably. One of the better all-in-one tools, ConvertXtoDVD, has gone down this path in it's latest version (version 4) and it has made it a useless toy.Read my blog here.
