If you use Remake, you will need VOB file. The way to do this from beginning is to

Load your project to DVDRemake, find your menu, right click on the picture, drop down window open, click "Export frame".
You get BMP file which you can modify in any photo editor.
Get MuxMan (free), load your BMP file there and save as .M2V file, in the same MuxMan window, under File, Click Save and exit.
After new window open Add your M2V file, delete BMP file, and close. In Muxman original window locate where you want to save the finish file and click on Start.
Open Remake, Right click on your old menu picture, click on "Replace with still" locate your muxman file by clicking "Load" and insert in Remake. New menu will appear.
    You are done

You can also check out DVDRemake web site. It has pretty good help info there.
Good Luck, hope it works for you.
