  1. This is what I would like to do. I have some video clips of various artists. I would like to author a DVD and create menus or playlists to play all the clips and also be able to select playlists of only certain artists. How can that be done in DVD LaB? Thanks!

Yes, and you hit the nail on the head with your description. The secret is Playlists. You can have chapter playlists or title playlists. Assuming that all your clips are separate titles, you would create a movie for each title, then create title playlists for each combination (i.e. one for each artist, one that is the Play All playlist etc.). You can then create your menus and link to the playlists instead of the actual titles.

  3. I was experimenting and did something similar to that! So thanks for your description.

I made a test and found that in a playlist, I can't skip the clips using "next chapter". What would be the problem there?

I suspect it is because they aren't chapters, they are titles. You would have to put a chapter stop just before the end of each title to get this to work

DVD Lab is a very good software, but uses abstraction layer of commands to make it graphic interface. I use it also, but if I have a problem like this I check my project in PGCEdit, to see where commands go and if there is any prohibited operation. If needed, you can change command there to suit your need.
