#1 depends on what kind of quality (don't say "DVD Quality") you want. 2 to 2.5 hrs is about all I'd put.
#2 A lot of people use covertx, but there are some free alternatives that do as well or better. AVS2DVD is one of them. See the list of tools <-- over there for more.

    1. If you use a low video, audio bitrate and low resolution you can store over 10 hours/DVD but the quality will be very bad, like a bad youtube video with low resolution and lots of compression artifacts like blocks etc. I would say 4-5 hours/DVD with watchable quality and 2 hours/DVD for good quality.

    2. ConvertXtoDVD is probably easiest to use. Or use free software like DVD Flick, AVStoDVD.

3-4 hours is max, depending on settings and encoder, for good results. Content can be a factor too, not everything compresses the same.

1-2 hours is more typical, especially with consumer hardware and software.

If storage is that big a factor, you might also consider a DVD player that can play XviD. Then you won't have to convert the files and you can fit a lot more on a DVD.

    One movie per disc
    AVStoDVD for converting
    Verbatim Media
    Imgburn for burning

If possible, do not format convert. I.e. PAL source -> PAL DVD, NTSC source to NTSC.

Different types of compression compress differently. Mpeg-2 does not compress as much as Divx/Xvid (both part of the mpeg-4 family), but it requires less resources to decode and play back. H264 (another part of the mpeg-4 family) compresses even better again, but requires a lot more computing power to encode and decode.

A 700 MB movie has already had the life crushed out of it. It will have banding and blocking artifacts, although these may not all be visible on your computer monitor. In general, re-encoding one of these files from Xvid to Mpeg-2 requires 3 - 4 times the disc space or more. It is all a matter of compression and quality.

Read guides. There are plenty on how to get subs and incorporate them into your movies.

And, as guns1inger implies, people will be more inclined to help if you can show you've already tried to find the answers yourself. It looks to me like you've done no research at all and are just firing off random questions.
