Someone told me that Flash video has a framerate of 15 FPS. Is this true? If it is, why to FLVs look pretty much analogous to their counterparts from where they're converted?

	I don't think so. 
 Just encode an flv file using 25fps H264 video.
 The output will be a normal playable video
- 
	A lot of streaming web video sites encode FLV at 15 fps to reduce bandwidth requirements. But the format supports other bitrates.
