I am trying to create a vcd from a file I created using Cyberlink's Power VCR. I used Power VCR's preset VCD NTSC format to create a MPEG file. The I tried to load this file into Roxio's Video CD Creator (from EasyCD Creator) but I am told that the file I created is not compliant with VCD standards. Everything is fine except that I get a red X in the box that reads System Clock Reference. The X meaning unavailable.
How do I correct this problem?

The pack size is wrong.
This can be fixed by remultiplexing your MPEG with TMPGEnc. Load it, and then click: File --> MPEG Tools --> Multiplex
Load your file and set the destination file name.
Change the setting from "Auto" to "MPEG-1 Video-CD".
Save.
Problem solved!
