I was looking at the specs for the Samsung BD-1600 blu ray player. It said that it supported the H.264 format. Does this mean that it will play a hi def avi?

No. Just that means that it supports blu-ray with h264....as all blu-ray players supports.

Nah, h.264 is part of the Blu-ray spec; along with VC-1 and MPEG-2. That page is remarkably uninformative, as adverts usually are.
When folks say "AVI" they often mean DivX and XviD. AFAIK, the Samsung BD-P1600 does not support them. This page has a bit more information, and reviews as well:
