de-interlace the video if it's going to be played on a computer screen.

Your incoming video is interlace. When interlace is played to a progressive computer monitor, you are seeing two fields at once. Since each field is sampled 1/25th second apart, you will see line displacement during motion. All this is normal.

If you plan to play this video from a DVD to a TV, you should not deinterlace. Deinterlace will be destructive (artifacts) and cause half motion increments. Encode the MPeg2 as top field first.

For computer playback you should use a deinterlacing player such as Power DVD or VLC. Usually a deinterlacing player is included with a new PC or a DVD ROM upgrade kit.

What editing and/or DVD authoring software are you using?

What MPeg2 encoder do you use? Top field first will be in encoder properties.

I have none of those programs so I can't offer a solution. I suggest you try to export DVD with top field first.

  11. Post a small sample to a free hosting site (e.g. mediafire.com, megaupload.com)

What is your goal? xvid/mp3 in avi ? Is this to be viewed on a PC?
