	It could be multiple issues. First, it's typically recommended to NOT use codec packs. Second, MPC and VLC each install their own codecs, so no codec pack is needed. Since VLC is working, and MPC isn't it is likely a conflict between one of it's codecs and your video driver. 
 
 The most obvious issue you are likely having, is with your video driver, especially since you are using Windows 7. Check to see if ATI has released an official or updated video driver for your card and Windows 7.Google is your Friend
