Conveting titles into chapter for browsing clips

Hi, I am using DVDFlick.

I have a project with more than 50 short clips, that means 50 titles.

The titles normally are "unskippable", can't browse between them, can't press next/skip button.

It's very odd. I've found millions of topics like this, no one has a simple answer.

Is there any software that creates chapters instead of titles?

So that we can use a DVD as a CD, skipping clips?

By the way, that is the biggest universal bug i have ever seen in the market.

Any help is appreciated.
