  1. I would like to convert the WMV to either DivX or MPG. Which of the 2 would yield better quality from the WMV? And what is a good tool that I can use to do that?

    when you convert anything, especially a highly compressed format like wmv, you lose some quality
    what's the goal?

    Alternative is get a DVD player that plays wmv files (e.g. Philips 5990).

    Convert to divx or xvid if you want to keep similar quality and file size as now, use for example divx converter(very basic converter), handbrake, winff, xvid4psp (choose the avi hardware profile).
