How to Fix My Scrambled Mini DV Tape?

The tape will play on my camera but it skips really slightly every few seconds.
I cannot load the video onto my computer.
Is there a way for me to fix this, or is there some company I can send it to and pay them to upload it?

i'd try windv with the discontinuity set to 0. it should record whatever is on the tape, until you tell it to stop. the stuttering will probably be in the video, so you'll need to edit it out manually.

p.s. you might get a head cleaning tape and use it first to see if it's a gummed up head problem.
